Small-value procurement (< = US$ 2500)
Under this method, contracts are normally awarded to the supplier offering the lowest price (also considering other terms, such as warranties). For services, there may be occasions where a best-value-for-money assessment is more appropriate.
Request for Quotations (RFQ) (> US$ 2500 and < US$ 25 000)
Contracts are awarded on the principle that the lowest-priced quotation that has surpassed the technical threshold or matched the minimum technical requirements is the winner.
Invitation to Bid (ITB) (>= US$ 25 000)
Contracts are awarded on the principle that the lowest-priced bid that has surpassed the technical threshold or matched the minimum technical requirements is the winner; this includes delivery terms, availability of after-sales service and any other requirements that are stated in the ITB.
Request for Proposal (RFP) (>= US$ 25 000)
Contracts are awarded on the principle of best value for money, based on the scores for technical and financial Evaluation.
Proposals are evaluated, ranked and awarded according to the cumulative analysis methodology, defining best value as the proposal providing the best overall benefit from both technical and financial factors.
Technical evaluation is conducted by a technical evaluation team that does not have access to the financial offers. Only once the technical evaluation is concluded can the financial offers be opened.
