06.07 Communication with vendors


All communications during the solicitation process between UNAIDS and suppliers must be only as described in the solicitation documents; preferably, it should occur with the support of an independent staff member who is not directly involved in the procurement.

Responses to questions from vendors must be made public and available to all potential vendors, along with the solicitation documents.

Presentations to (or from) vendors must be organized carefully to ensure all suppliers have access to the same information.

Any personal interaction with vendors during a solicitation process must be documented in writing and should never be attended by a single staff member or UNAIDS representative. In case of meetings, at least two staff members should attend to avoid the perception of collusion or favouritism.
