06.04 Solicitation documents


UNAIDS has developed standard solicitation document sets for the following solicitation methods:
  • Request for Quotation (RFQ)
  • Expression of Interest (EOI)
  • Request for Proposals (RFP)
  • Invitation to bid (ITB)
These are available in the template section at the end of this chapter, and they must be used.

The preparation of the solicitation documents is the responsibility of the staff member conducting the procurement, and it is based both on the definition of requirements received and consultation with the Requestor.

Solicitation documents must be cleared by the Procurement Coordinator prior to publication.

Once the solicitation documents have been published, they can be modified, but any modification introducing substantive changes must provide sufficient time for potential bidders to address the changes. A modification therefore will normally include an extension of the deadline.

An ongoing solicitation process can be cancelled at least five working days before the deadline of submission of bids. Bidders who have expressed interest in the solicitation must be notified directly, and an announcement must be posted on the UNAIDS website.
