Pre-qualification is a formal method of assessing suppliers against predetermined criteria. Only suppliers who meet established criteria are invited to tender.
UNAIDS does not conduct pre-qualification of suppliers as a formal separate exercise. The formal criteria in RFP and ITB is applied, prior to any technical evaluation, for disqualification of bidders not complying with the minimum criteria established in the tendering documents.
Any exercise to conduct pre-qualification as formal separate process must be authorized by the Procurement Coordinator and clearly established in the tendering documents (such as the EOI).
