The Headquarters Property Disposal Committee is the body authorized to approve the recommendation for disposal from the responsible officer and the AFP.
Membership
The HQPDC is established in UNAIDS Headquarters, and it consists of the following members.
- Senior Budget and Resource Management Adviser, Resource Planning and Management, Planning, Finance and Accountability Department (the Chair)
- Procurement and Travel Specialist, Risk Management and Compliance, Planning, Finance and Accountability Department (the Vice-Chair)
- one member and one alternate from the Planning, Finance and Accountability Department
- one member and one alternate from the Technology and Innovation Department
- one member and one alternate from the Regional offices
- one member and one alternate from the UNAIDS Secretariat Staff Association (USSA).
Committee procedures
The committee will meet at pre-defined scheduled meetings at least once a month. Ad hoc or extraordinary meetings can be called by the Chair of the committee.
The committee can meet in person or virtually.
A quorum of four members is needed to conduct a review meeting; one of the attendees must be either the Chair or Vice-Chair.
Submissions to the HQPDC must be received by the Chair at least two working days prior to the scheduled meeting.
In order to be considered by the HQPDC, submissions must be made using a fully completed and signed using the PT.16.01 Disposal Request Form
Decisions of the HQ Property Disposal Committee
Disposal of items can only proceed after receiving the approval of the Director PFA.
The Chair of the Committee will issue its recommendations for approval by Director PFA no later than three working days following the date of the meeting.
The minutes and recommendations from the HQPDC meetings will be signed by the members attending the meeting. The approval of disposals from Director PFA and the recommendation of the HQPDC will be filed and maintained in accordance with UNAIDS records retention schedules. The records only may be altered when authorized in writing by the Committee.
